During his tour in the enterprise to check innovative products, Zhang commended it for the determination to indigenous innovation and making breakthroughs in extremely difficult problems. It took the company only one year after settling in Nanjing Jiangbei New Area to grow from a small company of two to a high-growth firm with more than 90 staff workers and a valuation of RMB 600 million. Zhang visited the laboratory of the company to get information about scientific research and innovation, and market development. He expressed, the rapid growth of the company in a short period of timereflects,to a certain extent, the vitality of the market. As pointed out by General Secretary Xi Jinping, the world economy is an ocean, and oceans are all connected. Practices also show that where the high-quality market is, where the investment vitality is, and where the resource elements go.This is also the general economic law. Since this year, Nanjing has encouraged the pilot free zone tree and various sectors and parks to develop in a coordinated and innovative manner, enabling enterprises in various sectors to “enter” the pilot free zone by the way of “one site with multiple licenses”, thus amplifying the institutional benefits. Zhang said, institutional innovation is the central task in building the free trade pilot zone. General Secretary Xi’s emphasis on promoting high-level institutional opening up hadfurther pointed out the direction for us. We need to learn from and draw on the experience, practices and institutional innovation achievements of advanced areas, seize the strategic opportunities of the Belt and Road Initiative, the Yangtze River Economic Belt and the integration of the Yangtze River Delta, and continue to deepen and refine the “1+9” reform measures of the pilot free trade zone. We need not only make good use of the state’s macro policies to speed up the development of the pilot free trade zone, but also create a micro environment that reflects the unique advantages of Nanjing and meets the needs of market players, and improve the efficiency of institutional supply and economic governance, so as to build a new system of an open economy at a higher level.

When he talked with business leaders and talent during the study tour, Zhang also asked about their work and life in Nanjing and whether they encountered difficulties when making innovation and starting up businesses. He noted, service is avery important aspect of business environment. Returned overseas Chinese talent and start-ups may run into some special problems. Competent government departments should think and act preemptively, establish and improve a regular contact and service mechanism, provide practical services and solve difficult problems for them, and help them with life, business and development in Nanjing.
