On October 16, Jiangbei New Area (Pilot Free Trade Zone) issued the document On Improving and Upgrading the Policies of the Nanjing Jiangbei New Area (Pilot Free Trade Zone) Integrated Circuit Talent Pilot Zone.

In a bid to attract talent in professional fields, Jiangbei New Area (Pilot FTZ) has been pressing ahead with the reform in the talent system and mechanism. Last year saw the release of Nanjing Jiangbei New Area Integrated Circuit Talen Pilot Zone Policies (Trial) and corresponding implemental rules. Jiangbei New Area (Pilot FTZ) devotes serious energy to bringing in talent, as is evidenced by such measures as a 5-billion-yuan special fund to attract and reward IC professionals and subsidies provided for high-caliber talent.

It’s learnt that thanks to the CI special fund and steps like team bonus and talent reward and subsidies, Jiangbei New Area (Pilot FTZ) has succeeded in attracting 20-plus CI enterprises with more than 160 high-caliber professionals settling down in the Area within a matter of just a few months since the release of the policies and implementation rules.

On the basis of continuing to implement the original policies, the upgraded policies launched this time were part of the efforts to improve the policy mechanism, vigorously introduce and train special talent in CI, and quicken steps in building the “Capital of Chips”.

Jiangbei New Area (Pilot FTZ) has continuously leveraged its role as a reform test field, intensified innovation in policy reform and enhanced its appeal to talent by releasing Ten Policies of the “Start-ups in Jiangbei” Talent Plan and implementation rules in 2018 which put in place a comprehensive talent policy system covering the top to the bottom of the “pyramid”, launching “Version 2.0 of Improving and Upgrading the Ten Policies” and publishing the first industrial talent policies Nanjing Jiangbei New Area Integrated Circuit Talent Pilot Zone Policies (Trial) and implementation rules in 2019, focusing on the construction of Nanjing Pilot FTZ this year and rolling out Version 3.0 of Implementation Methods on Promoting Talent Development in the Pilot FTZ and Improving and Upgrading Ten Policies of the “Start-ups in Jiangbei” Talent Plan.

Jiangbei New Area (Pilot FTZ) will continue to carry out reform in talent evaluation and roll out incentives to reward innovative talent so that an enabling environment featuring “attracting talent with industries which in turn are boosted by talent” will be fostered, a sound momentum of pooling high-caliber talent at a faster pace be maintained, and industrial development toward an area of IC and genetic science as well as a new financial center be accelerated.
