Among them was the “establishment of a platform for collective biopharmaceutical supervision and public services” by Jiangbei New Area (Free Trade Zone).

Focusing on the strategic orientation of building an independent innovation pilot area, Jiangbei New Area (Free Trade Zone) set up a platform for collective biopharmaceutical supervision and public services by replicating and drawing on experience from such pilot reforms as “risk management of entry-exit biomaterial products” and “negative list system for quarantine examination and approval of animals and plants and their products” to further innovate inspection and quarantine supervision models and improve the efficiency of public services.

The operation of the platform for collective biopharmaceutical supervision and public services has greatly improved the customs clearance efficiency of biological products. The time of examination and approval for the import of such biological products as monoclonal antibodies, protein drugs, small molecular drugs, and blood and its products was reduced to one to three working day(s) from the previous 20 to 30 working days. With the Examination and Approval Form of Health Quarantine for Special Entry Goods, enterprises can have their goods cleared and released within one day after online application for inspection with complete and correct information, thus the damage to the activity of biological products caused by lengthy customs clearance has been greatly reduced.

The platform has also promoted the clustering of the biopharmaceutical industry. The public sequencing platform of healthcare big data center was set up, and the world’s leading ultra-high-flux human whole gene testing equipment was introduced, which attracted the settlement of the first-class enterprises in the industry such as Diacarta, Novogene, Annoroad, and Geneseeq.
