On the morning of January 12, the People’s Procuratorate of Nanjing Jiangbei New Area and the Comprehensive Management Bureau of Nanjing Jiangbei New Area Administrative Committee jointly held an unveiling ceremony for Jiangbei New Area (Pilot Free Trade Zone) Enterprise Criminal Compliance Research Center (hereinafter referred to as the “Research Center”) at the People’s Procuratorate of Nanjing Jiangbei New Area. The unveiling ceremony was hosted by the People’s Procuratorate of Nanjing Jiangbei New Area and the Comprehensive Management Bureau of Nanjing Jiangbei New Area Administrative Committee, organized by the Federation of Industry and Commerce of Nanjing Jiangbei New Area and the Special Committee on Rule of Law Services of the Regional Alliance for Party Building, and chaired by Yu Hong, Deputy Secretary of the Branch Party Group and Deputy Chief Procurator of the People’s Procuratorate of Nanjing Jiangbei New Area.

Xie Jian, Secretary of the Branch Party Group and Chief Procurator of the People’s Procuratorate of Nanjing Jiangbei New Area, and Yao Haiyang, Director of the Comprehensive Management Bureau of Nanjing Jiangbei New Area Administrative Committee, signed the Working Mechanism for Joint Development of Jiangbei New Area (Pilot Free Trade Zone) Enterprise Criminal Compliance Research Center, and jointly unveiled the Research Center.

Sixteen experts of the thinktank of the Research Center from the fields of notarization, environmental protection, taxation and law as well as some entrepreneurs and supervisors of work style construction of government agencies were also invited to the unveiling ceremony as witnesses to the establishment of the Research Center.

At the ceremony, Xie and Yao jointly issued letters of appointment to the members of the thinktank. In the future, these experts will collaborate with the Research Center in theoretical research and publicity of law regarding enterprise criminal compliance.

In the following lecture on enterprise criminal compliance, Ling Pingping, associate professor of Nanjing University of Information Science and Technology, gave an in-depth explanation on the institutional origin, theoretical research, and development trends of enterprise criminal compliance for experts and entrepreneurs.

Initiated and founded by the People’s Procuratorate of Nanjing Jiangbei New Area and the Comprehensive Management Bureau of Nanjing Jiangbei New Area Administrative Committee, the Research Center is committed to implementing the Guiding Decisions on Ensuring and Serving Economic and Social Development in Accordance with the Law under Regular COVID-19 Containment of the Political and Judiciary Commission under the CPC Central Committee and the Decisions on Giving Full Play to Procuratorial Functions to Ensure Stability on Six Fronts and Maintain Security in Six Areas of the Supreme People’s Procuratorate, improving the business environment of Jiangbei New Area and enhancing law-based guarantee, and building a new paradigm for crime governance emphasizing “prevention first, combination of prosecution and prevention, and addressing both the symptoms and the root causes” to lay a solid foundation of the rule of law for long-term development of Jiangbei New Area.

In the future, the Research Center will explore how to establish the enterprise criminal compliance system in a vigorous and prudent manner, and enhance the capacity of enterprises to prevent and control criminal risks and their level of rule of law in operation and management through visits of enterprises, theoretical research, system establishment, interpretation of cases and convention of forums and lectures, so as to contribute to creating a first-class law-based business environment in Jiangbei New Area.
