China (Jiangsu) Pilot FTZ Nanjing Area, by means of business integration, process reengineering, information sharing and other methods, sorted through and categorized altogether 10 items necessary for the opening of a private hospital including company establishment registration, signboard registration, special equipment use registration, medical institution registration, new radiological diagnosis and treatment license, permit on urban sewage into the drainage network, and registration of doctors, nurses, as well as medical practitioners. The Area adopted the model of “notification with one sheet, application with one form and license issued from one window”, thus compressing 20 copies of documents, cutting five steps required in the original process and reducing the time limit by nearly 50 working days, which fundamentally addressed such problems as multiple approvals, declarations and verifications enterprises must go through before. By doing so, speed and convenience in obtaining a license for such enterprises were significantly enhanced.
The “One License for One Industry” reform brought into reality one single comprehensive practice license for industry carrying relevant administrative license information which had been previously registered on separate licenses like the company business license, radiological diagnosis and treatment license, medical institution practice license, medical practitioner license and nurse practice license. Meanwhile, a QR code was developed, a scan of which could lead one into various types of electronic licenses. All told, private hospitals realized “business approved with one license and licenses shown with one code”. It’s learnt that it took Nanjing Dental Doctor, a pilot company in the reform of “One License for One Industry” for private hospitals in Jiangbei New Area (China Jiangsu Pilot FTZ Nanjing Area), merely 18 working days to obtain the license from the day it submitted the application, an increase of about 74% in terms of speed compared with before. Corporate costs, therefore, were remarkably reduced while the operating efficiency of enterprises boosted.
That is another successful practice of China (Jiangsu) FTZ Nanjing Area in pressing ahead with the “One License for One Industry” reform and bettering the business environment”. In June 2020, Jiangsu Nep-star Health Chain Pharmacies Co., Ltd. obtained China’s first retail pharmacy “Comprehensive Practice License for Industry” issued by China (Jiangsu) FTZ Nanjing Area. In the past, pharmaceutical retail companies needed to apply for seven licenses or registration documents in addition to business licenses to open stores. Nanjing Area deepened the license separation reform and took the lead in launching the pilot of “One License for One Industry” in the retail pharmacy sector. After approval items having been categorized and cut back, enterprises only needed to fill in one form, submit one set of documents and apply for one “Comprehensive Practice License for Industry” before opening business. The entire process, costing 161 working days as per the legal time limit, now only took enterprises five working days.
